Singapore’s New One Pass (AI & Tech): What You Need to Know in 2027 (2026)

Singapore is taking bold steps to attract top talent in critical and emerging technologies, and it's a move that's sure to spark some interesting discussions.

In January 2027, a new initiative called the One Pass (AI and Tech) will be introduced, aiming to bring the best minds in artificial intelligence and quantum computing to the country. This pass, which replaces the existing Tech Pass, offers a five-year work permit with the potential for renewal, a significant upgrade from the previous two-year validity.

But here's where it gets controversial: the One Pass scheme is targeted at high-earning foreign professionals, with a monthly income threshold of at least $30,000. This pass is not just for tech experts; it also includes individuals with outstanding achievements in various fields like arts, sports, and academia.

To qualify for the One Pass (AI and Tech) track, applicants must have a background in the tech industry, working for a company or division with a digital or technology focus. The company they work for must meet certain financial criteria, such as a valuation of at least $500 million or annual revenue of $200 million.

And this is the part most people miss: the salary criterion for this pass can be met by combining a fixed monthly salary with vested non-cash components, like stock options. So, it's not just about the big paycheck; it's about the overall compensation package.

Another unique requirement is the need for at least five years of experience in a founder, C-suite, or technical role within the past decade. This ensures that Singapore attracts not just talented individuals but also experienced leaders and experts.

Dr. Tan See Leng, the Manpower Minister, highlighted the success of the One Pass scheme, with over 8,000 individuals already contributing to Singapore's future economy.

But it's not just about high-earners; Singapore is also expanding its Non-Traditional Source (NTS) Occupation List, adding eight new occupations from September 2026. This list allows local employers to hire from a broader range of countries for specific roles, including food services, social services, and air transportation.

The additions to the NTS Occupation List, such as waiters and babysitters, will enable businesses to retain workers who may not meet the higher salary requirements for an S Pass.

In a broader context, Prime Minister Lawrence Wong announced an increase in the qualifying monthly salary for Employment Passes (EP) and S Passes, effective from January 2027. These changes are part of Singapore's strategy to manage the number of foreign workers while ensuring businesses can access the talent they need.
